And that is the way it should operate.

One comment.  For any new code I would suggest that you explicitly code the
scope that you want (in this case call level) otherwise if you ever chaneg
the CL to CLLE the behaviour may change.

The defaults are the way they are to allow old code to continue to operate
with minimal impact.
