No, compiled as *USER and even changed the program to
USEADPAUT(*NO).  This used to work under V3R7, but I talked to IBM
about it and they suggested introducing a third program.  Due to the fact
that the file build won't even let the record into the file since user A isn't
authorized to user B.

Any chance the program is running with *OWNER authority instead of
*USER?
