 You can use TEST (D).  I have used this in the past and it does the job.
                                     EVAL                             DOB =
022899
                                       *MDY        TEST (D)       DOB
90(LO)
  the indicator would be *off and the date is good.

                           EVAL                             DOB =      023099
                                       *MDY        TEST (D)       DOB
90(LO)
       the indicator is now  *on and the date is not so good.
