No. It is custom that if an application acquires a lock, it decides when to release it, not some other upstart application that comes along later. The order of lock request is critical - first come, first served. On the other hand, it is fairly easy to identify all the jobs holding locks and to kill them. This doesn't always work and it is very rude.
