That's the point.  The call is dynamic.  The call-ee info isn't known at
compile time.

The caller creates a placard describing his goods - called a descriptor.
The callee is not known in advance or is not part of my project so I don't
have a guaranteed prototype or interface spec or perhaps the call-ee is
under development and while good today, the interface specs may not be good
tomorrow.  The call-ee can examine my placard and decide if my goods are in
the correct format.  If so, we can talk.  If not, I get sent away.

  Since the info is known @ compile time (except maybe VARLEN fields), why
can't the compiler determine this @ compile time?
