I
would suggest establishing a good solid foundation based on priorities. Don't
try to teach everything there is to know on any given subject... as the students
cannot yet discern what is important and what is not. They are relying on you to
teach them what is the most important. I had an instructor in school who tended
to get off on tangents about minor issues while leaving some basic issues
untouched. The students could do and OVRDBF but did not know how to create a
physical or logical file.
I like
the DUKE press books, and I suppose following the Judy Yeagers material would
fit the bill at to content.

The
RPG III book does devote a chapter to RPG II, which of course deals with the
built in programming cycle
