finding parameters & accessing Stored Procedure definitions -- RPG400-L

I have two little utilities that I want to build but am having a hard time with.

1.  I want to be able to enter a program name that I want to create a stored
    procedure for. I then want to figure out what the parameters are in that
    program. I have not found a command or API that will give me this info.
    (the source may not be available)

2.  I want to present a list of available Stored Procedures on a system and
     at least see the associated info. I know I can get these from
     QSYS2/SYSPROCS. Does anyone know if there is an API available that
     would be better to use than going after the catalog file itself?
