Before RPG IV I would call a C/L program to retrieve the time to nine
digits.

I.e.

PGM        PARM(&TIME9)                      
             DCL        VAR(&TIME9) TYPE(*CHAR) LEN(9)    
             RTVSYSVAL  SYSVAL(QTIME) RTNVAR(&TIME9)      
             ENDPGM
