I'm the middle man, so hopefully I don't misrepresent anything. The problem
is why the RPG compile is failing when it uses basic AS/400 files - no SQL,
OPNQRYF, whatever. The developer did assure me that the program is not
using anything that in anyway should require any optimizer interface. I have
requested further information from the developer and will forward it on when

receive it.

QAQQINI is new with V4R4.  That is why your compile fails at TGTRLS(*PRV).
The following is taken directly from the "V4R4 Memo to Users":

3.1.8  DATA AREA QQQOPTIONS NO LONGER SUPPORTED

  For V4R4, a new Query Options file, QAQQINI, is provided that allows you
to modify how queries are optimized by overriding the default query options
on the system.  The option OPTIMIZE_STATISTIC_LIMITATION allows you to limit
the amount of time that the optimizer spends when estimating the number of
keys that matched a particular query.  If you have used the QQQOPTIONS data
area on previous releases, you now need to use the
OPTIMIZE_STATISTIC_LIMITATION option in the QAQQINI file.  The QQQOPTIONS
data area is no longer supported and is ignored after V4R4 is installed.
