JobQ is almost a list item, not a single item.

What you want is JOBQ(&JOBL/&JOBQ) , not JOBQ(&JOBQS)

Easiest way to figure this out, go to your SMBJOB command in the CL
and press <F4> to prompt it.  Then fill in the &JOBQ and &JOBL and
press enter, and you'll see it is as above.
