Richard,

Use JOBQ(&JOBL/&JOBQ).  The parameter consists of two parts: library and
name of the job queue.  If you specify one string, it is interpreted as the
name of the job queue; the library gets the default value '*LIBL'.  You
specify one string, containing 'QGPL/QPGMR', which is not a valid name
(because of the slash).  Hence the error message.
