We need to see what your example is.  For example you say 
that you have two files and the one you are trying to chain 
to is multiple keyed, but a different keyed sequence.  Give 
us a sample layout, like:

FILEA
        FIELDA1
        FIELDA2
        FIELDA3
        ...
FILEB
        FIELDB1
        FIELBB2
        FIELBB3
Which field from FILEA is trying to chain to which field in 
FILEB?  And what are the key(s) on FILEB?

I am not absolutely clear on what you need to do.  But it sounds like what
you're looking to do is to logically join two files.  Short of defining a
new logical file, your options include using OPNQRYF or SQL, possibly even
WRKQRY if you're just creating a report.  If you have more questions on
these, please be more specific about your requirements.  Are you updating
anything?  Is this a report program, interactive inquiry, etc.?
