CallB and API QWCCVTDT - RPG IV ILE.

Someone at our office showed me the Date functions 
using the API QWCCVTDT.

My Question is..

How does the compiler know the where to get the
Statically bound procedure from? *libl?

Also the object QWCCVTDT is an OPM in QSYS. 

Confused in Canada.
