In the simplest of terms CEETREC is intended for use from within an activation group - i.e. a program within a specific AG is requesting that the AG be terminated, thereby returning control to the program that called into the AG. RCLACTGRP is intended for use from outside the AG once it is realized that it is no longer needed. Everything else being equal - the effect of the two is the same. There is no need to do either unless you specifically need the resources cleaned up, and in fact you don't want to do them more often than needed.
