Your're right it is a big subject - I think I've done my bit, and should pass the problem on to our networks/infrastructure department - they should be able to schedule jobs so that they run at the best time. You can improve the efficiency of your program so that it needs less CPU. Once you have reduced it's CPU requirements, then you can limit the effect one program has on the system as a whole by tuning the system - by setting up separate pools of memory for batch vs. interactive use, by assigning appropriate run priorities, time slices, etc. This is a big topic.
