This is the standard behavior of RPG.  When it loads the fields from the
input buffer, it moves them to packed fields, since they perform better
than zoned.

If you want to change this behavior, you do this easily by defining a data
structure from the external description of the file, this'll force the
fields to be the same type they are in the DDS.

Example:
     FMYFILE    IF   E             DISK
     D dsMyFile      e ds                  EXTNAME(MYFILE)
