I missed the part about needing to do this all in RPG.  Sorry.

Look at "Who Knew You Could Do That With with RPG IV?" starting in chapter 
5.  On page 261 is a sample program WRITESTMF that seems to do what you 
are looking to do.

This book has a lot of stuff.  It really does.  $20 is cheap, real cheap. 
Anyone needing to do any of these sorts of things will be really happy 
with all of the sample code included.  I wish the type was larger, but if 
it was, I doubt I could lift the book.

Have you looked through CL's "copy to stream file" command? I think it 
does exactly what you are asking.

I am trying to determine how to output to a stream file in RPG IV.
Essentially, I am trying to create an .RTF document file on the 400, so 
that
I can open it in Wordpad, or even MS Word.
