Have You checked that necessary Client Access software is installed on your
workstation (using Selective Install)? Latest Service Pack applied?
Do you have the proper authority (*IOSYSCFG) on the AS/400?

thanx stefan...but we are on 4.2 and operations navigator is not
recognizing
ppp (greyed out in the dialog box)...what do you think?
