Brilliant.  Except that I think a general solution would be just as
simple: 4 const parms:
  - the character string
  - the length of the zoned variable
  - the decimals of the zoned variable
  - a pointer to the zoned variable

There may indeed be some solution using the internal representation of
numbers, but I think a character-manipulation solution like this will
perform very well.
