I guess any limit is arbitrary, but you have hit a system limit that has nothing to do with RPG. In fact it takes such a huge program to blow these limits (I think related to the number of object names used) that it rarely occurs in RPG. For many many reasons (of which your current problem is only one) you need to break this sucker down into a number of smaller programs.
