You could use atoi() from the C function library which sounds like it would
work well for this case as long as you've validated the numeric string
first.  

In RPG, you could substring the numeric value out the entry field and put it
into a character field that has a zoned overlay, right justified by getting
the length of the numeric portion of the entry field value and substringing
it into the receiver field.  Say you have a four digit number going to a 9
digit field--then assign the substringed value to %substring(receiver: start
position: length of new value) where start position is always length of
receiver - length of new value + 1.
