do a rewrite. With all of the errors that I've run into trying to convert RPG 
II and with all of the rewriting of code pieces that I end up doing anyway, 
I've found that simply rewriting from the start is faster and simpler."
     
     ...and, with the benefit of accumulated years of learning, probably a 
     much better program in every respect.  I probably make the decision to 
     re-write much more readily than most programmers I know, but it is 
     very often a valid decision that pays dividends.
     
     Anecdote:  My first project in a job a few years ago was a mod to a 
     stock reconciliation report.  I looked at the existing mess, figured 
     out as much as I could from it, quizzed the users, and wrote a new 
     version from scratch.  (The new version, due to better output design, 
     yielded an 80% saving in paper - just a fringe benefit.)  They 
     compared the new output to the old, and complained that mine was 
     inaccurate.  It took an hour of walking through the calculations to 
     show that the old program had *always* been wrong, and that my report 
     was giving them accurate information for the first time...
