GNU license says things that are not really applicable here. In particular (from what I remember about the GNU license agreement). 1. You must provide the full source code for any program you write that contain any GNU source. 2. You can not charge for any programs you write with source code with the GNU license. Open Source RPG does not have those limitations (and in this case, that is a good thing).
