Mark, the most likely cause of this problem is that your service
program is running in the default activation group (officially
in activation group *CALLER), and you are doing a RCLRSC between
the first and second calls.  RCLRSC closes your file, but leaves
the static storage in any service programs untouched.  This is a
problem unique to service programs running in the default activation
group.
