Activation groups are subsets of jobs. Your example with calling the service program from multiple users should act as you say because even though they are running in the same activation group, they are in different jobs, therefore different activation groups within the job. (Real easy to follow, right?) Think of an activation group as McDonalds. Just because I go to the McDonalds in Minneapolis, that doesn't mean I'm also in the one in Detroit. (The city being a job).
