I can think of one case where you are forced to use a subroutine or inline 
code that would be best placed in a sub-procedure.  This is when you 
are dealing with APIs that do not accept a call level.  Most of the Cee APIs 
fall into this category.

don't bother with subroutines. For me they serve no useful purpose.
Subprocedures give me a natural language interface where the parameters are
clearly spelled out, local variables (most subroutines define at least some
'local' data), parameter validation, some facilities for automatic conversion of
parameter type/size, etc. etc. And subroutines give me ....... ?...
