I guess I need to explain further.  
This will run on many AS/400's.  Most will only have Program and File
libraries.  No plans to have any other libraries on the system other than
QSYS, QGPL, etc.  No source, no binding directories, no compilers.  I all
ready have a program that works I was looking for a more easily maintainable
solution.

GetDecFrmStr. I then
                just call to my function to convert a string into a packed
decimal value.
                Wrote it as a state transition engine so it could handle
anything.
