Frank,

I would display the module DSPMOD objlib/module 
DETAIL(*EXPORT) and make sure the new procedure is 
listed as an export.  If it is not check to be sure you specified 
EXPORT on the begin procedure statement.  Also, make 
sure that it is upper case in your 
EXPORT SYMBOL("UPPERCASE") statement.

I have used crtsrvpgm to recreate the service program. It consists of only
one module with five procedures including the new procedure I wrote.
This new procedure is the last entry in my list of current exports. The funny
thing is when I recreate the program without using the binder language source
in QSRVSRC it compiles just fine. If I use binder language the compilation fails
with error message CPD5CE5 complaining the new procedure ( = symbol )
couldn't be found although it's defined in the module.
