Sunil,
There is no way to read another record in CL once you have reached EOF.
Here is a copy of the CL manual for the RCVF command "If the file has not
been opened by a previous RCVF, SNDRCVF, or SNDF command, it is opened by
this command. If the file has been previously closed due to an end-of-file
condition on a previous RCVF command, an error occurs."

Is there some reason you must use CL instead of RPG? If you absolutely must
do it in CL, you will need to end the CL program and CALL it again. This is
the only way to continue reading after you reach EOF.
