There were two ideas I could come up with:

1-change  the data base so that all trailing blanks become zeros so that
"21 " becomes "210" (a possible solution if the application and the boss
allows it).  I know it sounds silly, but teaching the users that position
matters in that field may go to solving a lot of other irritating problems
too.  My experience is that these kinds of data problems are a headache
for everyone, not just IS.
 
2- a pair of logicals, one of which includes >"999", and the other 
=<"999". Process the other logical first, then the one.
