Check DSCTMR (Disconnect Timer parameter) for APPC *CTLD. If you have SWTDSC(*YES) and NO ACTIVE sessions, then after DSCTMR timer expires, switched line should be dropped. When line stays up, when you think it should not, check active sessions on APPC device description - DSPMODSTS command or option 9 from WRKCFGSTS screen. Check active modes and active sessions. This may give you a clue, what holds your line up. (Do you have switched line, by the way ? - disconnect will not work on a leased line.)
