It's a subtle, yet significant, use of terms.

Object based, IMO, is a loose definition where something like a WRKOBJ command 
will
present different information based upon the type of object being displayed.  
What
that really means is that WRKOBJ has hardcoded different display/outfile 
contents
"based" upon a known/finite set of object types.

An object oriented system would have a WRKOBJ command that does not know or care
about the object type but merely invoke the objects WRK verb and the object 
itself
contains the code for display.

The significant difference is whether the interface action is performed by the
called or the caller.

At least that's what I was taught as the difference between object oriented and
object based.
