This simple to do - you just have to code the keyword Const or Value (if passing
to a bound program/procedure) on the parameter and it will work just fine,
doesn't even have to be a fixed length.

If you want to _change_ the content of the substring you can't use this approach
- you'd have to code it as a subprocedure that returned the modified character
value and use that as the new content.
