I had the same problem.  I looked at moving functions to called programs but
in the end I gave up.  I modify the AS/SET, get AS/SET to generate the RPG
then convert it to ILE.  The ILE compiler doesn't have the size limitations
that the OPM one does.

You could also try asking SSA to re-write it :-)
