CHGCMDDFT CMD(CRTBNDRPG) NEWDFT('USRPRF(*OWNER)')

This may have been done after your last upgrade; if you don't want the default
value of *USER set whenever you upgrade, you should include the above command in
your upgrade procedure documentation.

When creating a program there is the "User Profile" authority checking
option of *USER or *OWNER.  Where would we change something so that the
default value is *OWNER instead of *USER.  We recently went to V4R3 and I
think a system value changed.
