have you tried using the following at the top of your /copy members?

/If Not Defined( Member ) 
/Define          Member
/Else                            
/Eof                             
/EndIf                           

If you use binding directories, I'm not sure you could treat them like
library lists since they can contain *svcpgms and *modules from ANY library.
