No, but you can create a data area called RPGHSPEC in your library which has
the 1 in 15.  That way you'll never have to remember to put in your H spec,
as the compiler will do it for you.  Be aware that the debug option also
allows ISDB to "see" all your variables - even the unreferenced ones.
