Declare your parameter to be passed as decimal with 15 digits/no
decimals

DCL VAR(&FOOVAR) TYPE(*DEC) LEN(15 0) VALUE(0)

then,

SBMJOB CMD(CALL PGM(LIBRARY/PROGRAM) PARM(&FOOVAR))
