Create a command (you could even name it the same as the program).  Here's
how simple the command source can be:

CMD
PARM KWD(parm1) TYPE(*DEC) LEN(5 0)

Specify your new command in SBMJOB instead of CALL:

SBMJOB CMD(mycmd parm1(123))

Creating your own command simplifies everything.   The command handles
converting your program's parmaeter values from character (the command
string in the submitted job's request data) to decimal.
