Hi Rob,
the only thing I can think of is - that accessing Gmail via Browser uses
https (TCP port 443) whereas Gmail via App probably uses IMAP/SSL (TCP port
993).
If the WiFi appliance is configured to "web surfing only" that could be an
explanation.
I know of "Guest Network" configurations that are restricted to TCP port
80 and 443 and not allowing any other protocols.
Maybe that helps.
Regards
Daniel

One weird thing is that, while I have no problem accessing gmail on my
laptop while at home, I cannot access gmail on my phone unless I turn
normal residential service, unless it’s explicitly being blocked by thewifi off.
Is there a setting on gmail on phones which says if your wifi has these
issues (…) then you may not access gmail? Or does gmail block access if
then cannot reverse ping you or some such thing?
TBH, I really can’t imagine anything that would block accessing gmail on
device.

Reverse ping is not a valid reason to block anyone, as most routers have

Also, make sure your phone doesn’t have any MDM installed
