Long shot, but might be worth clearing the apps data, cache, etc. before
deleting the app. Might be some sticky data hanging around after a
normal uninstall.

In android, go Settings>Apps>(the application)>force stop & clear data &
possibly clear cache data; then uninstall/reinstall.

Another possibility is that the outlook app installs a secondary app for
password management of *all* ms apps as some kind of dependency (not
sure how it works, apps are not my thing but I would if I were designing
it have a ms access app that all the other apps would call for logon
