During a recent (fairly lengthy) power outage I got to wondering if
a UPS on my cable modem and router would have allowed me to go on

I keep my all my network gear on a 500va UPS to allow me to stay online with my phone, tablet, & laptop during a power outage ... and also to protect the gear from the brownouts my area is subject to on a periodic basis.

I know the phone system runs even when I have no power to the house
but don't know enough about how cable operates to know how well that
survives power cuts.

The phone system has enough power to keep a basic phone running, but that's about it (this is the main reason I always have a POTS line in addition to any VOIP lines). The cable system doesn't provide power, but a power outage to your house shouldn't effect the signal ... unless your local distribution hub looses power also.
