14-25Mbps down/3-6Mbps up most of the time. Normal consumer Comcast
service in the Chicago suburbs. Not paying for their "speed boost" service.

I suggest turning your cable modem off, waiting a minute, then turning it
back on. If that doesn't improve things, take a single PC and temporarily
plug it directly into your cable modem, bypassing your router. If
speedtest on that doesn't improve, you've a legit reason to call & complain.

You can also go to broadbandreports.com (used to be DSLReports) for more
feedback.

Sounds like Road Runner with a million customers on the same circuit.

Garden variety DSL on locally run telephone co-op offers 6.0mbps here
in rural NC. Upload is 1.5 typically. It rarely hits 6.0 and get 5.0 most
days.

On the other hand:

New neighborhoods with fiber get close to 50 mbps.

Those numbers are pretty low.

What are reasonable expectations and suggested alternatives?

Currently I have Internet service through my local cable provider and I
am very satisfied with all aspects excepting upload/download speeds,
which have fallen precipitously this year. Speedtest.net gave me a
measurement of .39 Mbps download and .43 Mbps upload a few minutes ago.
