Windows doesn't want us messing with the root of the OS drive, for obvious
reasons. Changing something in a folder on the root changes the folder
metadata, which is changing the root, triggering UAC and requiring elevated
privileges.

I have found that putting these "non-installed" executables (such as putty)
into a folder in my profile and putting shortcuts where needed is the
cleanest way to use them. It also makes it very easy to move the utilities
when I change computers.

And if that folder is inside My DropBox, they are accessible from any other
computer should I so desire!

For grins, I created a directory called c:\Utility.
Copied all the files from c:\Putty into it.
Created a shortcut and put it on the desktop.

No UAC prompt..... Now I do see a change in the icon. The old version
still has the shield on it, the new one does not. I have no idea what
the difference is other than I don't get the prompt. I'm good with that.
