My company offers this very service .. but we are Southern California
centric.

The nuts .. a small agent is installed on servers, and it gathers SNMP
and/or WMI data and phones home on a regular intervals. If the data
indicates a problem or the system doesn't phone home, a relatively
customizable response protocol is engaged. It can also monitor various other
network devices including switches and firewalls, and I believe it can
monitor some applications and services such as terminal services, Exchange
and IIS.
