Sounds strange.

The server is set to use Dev Cals. They have a problem where one of the
Dev Cals got assigned to the wrong PC. That assignment doesn't expire
till late September. If I understand right, in User Cal mode the limit
is not actually enforced (honor system) by the server.
Correct.

They truly only need to use TS for two simultaneous users at a remote
VPN site. Is there any way to release the one assignment early?
Not in Server 2003. In Server 2008 R2, this is possible.

However, this should not be an issue - if a client without a license
connects to the server for the first time, it gets a temporary
license. This temporary license lasts longer then the permanent
licenses (a few days more). So you'll still have a license, albeit a
temporary one. The user won't notice.

However, if one of the two remote PCs already connected to the TS some
time earlier, you're in trouble. In that case, you'll need to buy more
device CALs. Or switch to user licensing, in which case you'll
probably need to buy more user CALs (in Microsoft's licensing speak,
users are people - not accounts).

Or can
they convert the Dev Cals to User Cals somehow?
No.

That is about what I expected. They have Server 2008 to install but one
of their key apps (that is around for historical only mode for at least
another year) will actually kill 2008 if installed on it. I was just
wanting to verify there wasn't a quicker/cheaper solution. Maybe I
should setup a payroll deduction for the user that used TS from a local
(to the server) PC before the remotes could latch onto the CALs.
