Internet Explorer? From the manual

"To access the configuration utility, open a web-browser such as Internet Explorer and enter the IP address of the router (192.168.0.1)."

Googling wbr1310 got me to D-Link's site and eventually to this link

There are different versions - see the site for how to determine yours.
