The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.

My guess is Outlook Express as email client, however "smart
quotes" are blamed in a scenario of copy from MSWord into another
document [editor] which does not support them. Try reviewing some
of the links from the following search:
