If you are using Outlook against an Exchange server, the stuff still in the
mailbox you can ignore .. it will be downloaded again when the new PC
connects. Any emails (or contacts or tasks or notes) that have been
archived are already in PST files, so those PST files can be moved and
opened on the new PC.

If you are using Outlook against a POP or SMTP account, use the EXPORT
feature of Outlook. Export on the old PC to a PST file on a flash drive or
shared folder, copy it to the new PC, setup Outlook on the new PC, and open
the PST file in Outlook. If you like, you can copy the mails to the
mailbox, or just leave them in the PST. I would do the latter.

If you also intend to move settings, favorites, etc., then John's suggestion
(Windows Easy Transfer) should work like a charm and will include Outlook
stuff.
