www.network-tools.com is pretty good, you'd want the 'network lookup'
radio button. Or you could go to arin and do a whois and follow the
trail.

You laugh, but I was in a meeting w/some developers the other day who
work for a national lab. We were discussing application health
monitoring and their line was "let's just say that we see hack attempts
_regularly_ from china" that they needed to report to their
cyber-security department.
